Question: Are the little fish near shore minnows? 10 points to best answer!?

I am very new to fishing and i have heard minnows are good perch bait, i live near the breton bay and want to fish there. whenever i go, there are thousands of tiny fish about a half inch to an inch long, are those minnows? if so can i catch them in a net and fill a bucket with water and put them in there to fish with. how should i rig my line. 10 points to best answer!
